This is called Dropbox Paper. It is an online collaboration tool similar to the likes of cloud-based, online document and collaboration software like Google Docs, but also different in other ways with a much more focused approach to multimedia content creation (including video embeds) rather than pure word processing.

Like in Google Docs or other similar editors, users can be assigned tasks, but within Dropbox Paper the tasks can be very specific for each user. Even deadlines and dates can be assigned per user.
