you have chosen to open fckeditor.html

When FCKEditor (like every wysiwyg editors I tried) is loaded, the browser asks me to download a file. In this case, it is fckeditor.html:

you have chosen to open fckeditor.html

I think it is a server problem. How can I solve this?
