who can change a ticket status?

How is that privilege obtained, / is there someone who would change this ticket?

I'm not sure who can put tickets on review (definitely the core team can), but it's not a way to make us working on it. We would like to work on every possible ticket and feature, but we've got limited manpower. However, CKEditor is an open source project and everyone can contribute.
