seperate textarea from toolbar

I was wondering if anyone knew of a way to seperate the toolbar from the textarea. What I mean is I would like to have the toolbar at the top of the screen then have the rest of the page displayed and where I want to update the text I would like to have the text area.

it would look something like this on the page:

toolbar

navigation links

textarea

I've tried everything I could think of but I had no luck. Any help would be appreciated
