You have cross-posted this, so I am not sure where to answer.
The problem is either your text gets encoded before it gets stored/displayed in the word document, or get saved right, and THEN encoded when exported. You need to trace it and see WHERE it gets encoded. You should be able to open the Word document in Notepad and see the text there...if it is actually "<p>" and not "<P>" then I cannot help you...I will need to see a file that has been exported. Might be headers or something that is not correct. But I would FIRST check that the text is NOT encoded when it is posted back/retrieved from the editor.
I have never heard of Struts 1.3.8 and do not touch Java with a stick, so I cannot help much there. If this cannot be resolved, contact me with an example page which I can have a quick look at.
