problem with uploading files

Hello.
I installed FCKEditor ver. 2.5 SVN Build 18075. There are two situations. When I try to operate on local server or on my online server it works perfect. But when I instal the exact folder on the clients serwer I get errors. When I try to upload an image or any other file with quick upload I have "Invalid File Type" error. If I try to upload file ith filebrowser it gives me "Invalid File" error. I can create folder with file browser.
I tried to do test uplod with: /fckeditor/editor/filemanager/connectors/uploadtest.html but it give's me:

If I understand the problem FCK Editor tries to read the file from forbidden folder. Can I change defoult temp upload path with FCK Editor Config files? Or it is for sure problem with server configuration?
I found that it is posible to fix it editing vhost.conf or php.ini file but I have no acces to them.
