moving a div?

I was attempting to move a div in my html. I find that in IE, the interface shows the handle for the div and allows me to drag it, but it always inserts it into another div. I can't seem to drag it above or next to another existing div. Is this possible?

Also in my FF(10), I'm not seeing any movement handles at all, even in the sample on ckeditor page.
