make the default tab for "Insert Images" the "Upload" tab?

Hello all.

Is it possible to make the default tab on the Image Properties pop-up (the options that appear after clicking the "Insert Images" button) to be the "Upload" tab and not the "Image Properties" tab? I'm trying to make the upload process as straightforward as possible.
