Is it possible to modify the the click action of a link ?

Hi there:
By default, when users click a link (anchor) in the editing content, ckeditor will pop up a dialog in order to modify the properties of current link. However, Is it possible to config to block the popup dialog and open the link URL directly? or is there a JavaScript notification API when users click a link in editing mode, not in read-only mode. thanks for your reply
