how to enable links if user chose to.. (to navigate to href location)

hello

my aim is to enable the user to use the content links if he chose to..

i have tried the example http://ckeditor.com/latest/samples/ajax.html

but the links are still not navigating or read only mode.. 

how can i chage that?
