how to edit the tooltips on the buttons?

They should be defined in the fckeditor/editor/lang/lang.js files, where lang is the lowercase ISO language/region code (e.g. en-uk.js for English - UK). Plug-in tooltips should be defined in a similar set of files found in each plug-in directory (assuming the plug-in was written to support multi-language situations...)
