default behavior editing

Hi, i want to know if it is possible to customize the generated code, i mean when i hit enter, set the tag of <p>, and when i hit shift_enter to set <br/>

this "desired behavior" works on internet explorer, but on mozilla is different <p> tags are not included when i hit enter, only <br>.

is possible to work with the same code generated, no matter what browser the user is using?
