changing page encoding

I use FCKEditor in ASP pages. For some reason, FCKEditor changes character encoding. I use Turkish encoding with a header <META http-equiv="Content-Type" content="text/html;charset=windows-1254">. When I submit the form, I see the characters are not submitted properly. Is there any code page setting FCK.
I have other textarea form elements, it seems they are OK.
