change style for popups

Where do I change the styles for the popups (special characters, colors, etc)?

I've looked at fck_dialog.css in the silver skin which I'm using and changing it didn't make a difference whether I specified to use it in fckconfig.js or not. Can't find where else it may reside.

You are absolutely sure your cache is empty or disabled?
