cannot upload file over 100k

Dear bros & sis,

I use fckeditor and it works fine. However, I tried to upload gif image over 100k, it cannot, but for gif image under 100k, it's fine.

I search google, then someone encounter this problem before and the solution is to set upload_max_filesize to bigger size.

However, for my case, the upload_max_filesize is set to 32M already. my host phpinfo is as follow:

I do not know what else should I do to solve this problem. I need to let another one to use the admin, but do not want them to use FTP to upload file.
