You'll have to provide more information. Which CKEditor version are you using (Drupal module, Open Source, version number); do you have additional modules; does it happen in all browsers?
I am having the exact same problem on a new install of drupal (7.14). I have tried Firefox and Chrome, they both show the ckeditor toolbar on an older site but not the new one. On the new site I have tried using it with the WYSIWYG and CKEditor modules and these are they only modules installed. Both have the exact same problem, no buttons, no toolbars, no content, just the disable/enable rich text option at the bottom. I have cleared the caches dozens of times while trying different combinations of options.
I just answered this question for myself. I looked at the files in the ckeditor folder and the new install was missing at least half of the folders, including plugins, skins, and themes. I re-installed and it works perfectly.
