arabic problame

i can't set arabic text in ASP classic code :

where editableContent a arabic text come from database sql server 2005 the the textarae in FCKeditor display it not correct arabic characters but it dispalay as stranger character lik >>>>ÚäæÇä ÇáÕÝÍÉ<<<< my serever language is english
and while any arabic character text out the editor display right but inside editor noooooo

why???????????????
any body help me
