add outlook express to a link

well I have manage to open the outlook only with adding to the sUri (as I have described above) the String :"mailto://"

BUT it open's it with the two :'//' at the beginning of the mail address which I don't want it to, without the two :'//'
it doesn't work.

someone who might have an answer to it I'll love to hear it because I am quite stuck on in
