Why does FCKeditor insist on inserting an opening <p>??!

This is driving me nuts. When I open the web page editor, if I have a bunch of text, FCKeditor puts an opening <p> if there's not one there. Why does it think there needs to be a starting <p>? It throws out my layout, menus, blocks of text, etc. I was messing with the "EnterMode", but that also effects if you press enter in the editor plus you can't put a blank in there. I want a <p> to happen when I press enter, but not just for the hell of it. Anyone know a way to control this? I don't want to get messy and start to find/replace routines because that'll just cause more problems.
