Standard CKEditor is not distributed as a .dll file -- perhaps you mean the CKEditor for ASP.NET control? If so, you can get it from the Download page (scroll down a bit), however, at the moment there is only the 3.6.4 version available. The control hasn't been updated to CKEditor 4 yet, although you can probably try to combine it with v4 files by yourself and some users have reported that it works.
The current version of the asp.net control is 3.6.4, which has problems with IE10. When is a version 4 control likely to be released? Replacing the contents of the CKEditor directory with v4.1.1 files did not work for me. I'm surprised it has for othhers.
