Using an external toolbar with multiple textareas?

I have been looking for a demo showing one external toolbar, that can be dynamically assigned to any active textarea. I see posts that appear to suggest I can do this, but not totally certain yet. (Still a FckNoobe)

1) Can I do this?
2) Is there demo of this (or just one textarea, set apart from the toolbar, at least?)
3) Is there documentation on doing this?
