Upload image / please help

Sorry for my english at start

I have problem with files upload, in my dialog box (for image) i can't see browse file options, i have only URL path.

But i need upload file's from my hard drive, where is the problem ? i try find something in fck_config.js but when i set upload=''true" still is that same situation.

please help ?!?

Upload image / please help / more information

i get new version 1.4 FCK, and i configure editor in basic i open _test/test.php

and in FCKeditor - Default Toolbar Set, i can upload images but in FCKeditor - Accessibility Toolbar Set i can't upload only URL Path ??

what's wrong ?
