Upload Problem - File Size Limit?

Is there a file size limit that can be changed when using FCKeditor to upload documents? I can upload documents (PDF) up to about 3MB in size. Anything larger, just says "Upload in progress, please wait..." but nothing happens. I'm using the editor with ASP. Can anyone help please.
