Unable to set maximum character length for ckeditors

We are using CK Editor in multiple pages. We need to set different maximum character length for each CK Editor

In IE, customized the tool bar in CKeditor is not working ( It is showing all the tool bar). Customized the tool bar is working in FireFox.
