Toolbar width not conforming to editor width

So, we just upraded from 3.6.x to 4.3 of CKEditor on our Drupal 6 site.  Unfortunately, this is the result:

I have the width set to 100% in the settings of the module but I can't quite figure out thie issue.  It LOOKS like I can manually edit the "editor.css" file to force a width but it seems like a hack that might break things down the road.
