Toolbar expand/collapse button

I have a requirement from my customer to enchance the text editor toolbar button - seem that no one can find it or know what it is for . (I guess tooltips are not good enough for them )

Ideally I would add text "Expand Toolbar" and "Collapse Toobar" next to the arrow button. I would also be open to changing the button image itself from the arrows to the text above. Or even increasing the size of the image to make it more obvious. The problem I have is I can't find the arrow image or the proper place to add the text.

Any help is appreciated!
