Stop Changing Entities to Literals

I seem to be having the problem that FCKeditor properly changes literals (ie, "<",">") to entities (ie, "&lt;", "&gt;) when text is first typed, but when I reload the text for editing it seems to change them back into literals and then turn what is supposed to be an example of a tag into XHTML.
