Single user FCK for multi viewing - possible?

Is it possible to:

1. Put FCKEd behind a password protected folder on server (I can do this, but will it work in there) that is accessible only to those with password and then...
2. FCKEd open a predetermined HTML from a Public folder for editing by the password person, make changes, then save back to the Public folder and then...
3. The Public, with no editing access or visible functions, see the revised HTML?

In short, I have a file that anyone can view. It is a list of personnel and contacts. I want those with a password to access the file, make changes, and save the file back to the Public area but i don't want the public to be able to see FCKeditor bar/s - just the revised file.

Is this possible? I can't find references in the WikiDocs.
