Single Quotes '' side by side are deleted

Hello,

I am using MediaWiki and the CKEditor as a plugin.

I am finding that anytime I enter '' (single quotes side by side), they are deleted.

I believe this is happening in CKEditor and not MediaWiki but cannot be certain.

Has anyone else reported or solved this problem here ?
