Retrieve/Submit Content to an HTML page?

I just downloaded CKEditor and installed it with no problems. My only question(s) are:

Can CKEditor automatically retrieve content from a static page and place it into the <textarea> of the form?

And upon submitting the content, can it be saved to a specified page, or must you copy the XHTML code and paste it into DreamWeaver or a cPanel HTML editor?

It does not look like this is possible, but I want to make sure I give a client the correct answer on this.
