Remove format button does not remove lists

The remove format button on the toolbar does not remove bulleted/numbered lists.

Is this the expected funtionality or should it be removing the lists?

I would expect it to remove only formatting, not structural markup.
And even then, the HTML isn't fully cleaned with the function provided by the browser.

Thanks for the reply. That's what I was thinking but it's nice to hear it from someone else. (especially since I can tell my boss "By Design")
