The editor isn't converting quotation marks into html entities when used in text. This breaks the editor when this data is re-loaded from the database because the Value variable now looks like this:
oFCKeditor.Value = "She said "Wow!" and left.";
The quotes around Wow are never converted into " as it should be to avoid the above problem. Running the text through the PHP htmlentities() function won't work because this will turn < and > into < and > which will break all the HTML inserted by the Editor.
Is there a fix for this?

The problem that this creates is toolbars such as HotBar sometimes insert junk into textareas that you don't want.
