Non editable content, better: non deletable content

Hello,

I've read some posts about non editable content. There are certain '<div>' where the usere shouldn't be able to edit it's content or to delete the div itself.

And is there a button in the toolbar to insert a layer like 'div'?

I hope someone can help me.
