I found the config area. It's just changed a tad.

you have to set teh setting for each resouce type. 

$Config['QuickUploadPath']['Image']         = $Config['FileTypesPath']['Image'] ;
$Config['QuickUploadAbsolutePath']['Image']    = $Config['FileTypesAbsolutePath']['Image'] ;
