Joomla 1.5 installation problem

Hi
I am a great fan of FCK but have been unable to install on a new Joomla 1.5 site with the error "Could not find an XML setup file in the package". Any thoughts?

Make sure you have legacy mode enabled in your Joomla 1.5 plugin manager.

Has anyone figured this out? #$%&!

I have tried everything in the FCK forum, Joomla forum and a few other places.

My host is using PHP 5.2.5

legacy mode is on
safe_mode is off
register_globals is off

I have even added a script to an .htaccess file in the tmp folder to force it to use an earlier version of PHP.
