How can I install FCKEditor in TikiWiki 1.9.7.

Hello,

I'm having a hard time following does direction, none of the files mentioned there are part of the fckeditor?? is there a better more clear explanations, I'm currently using tikiwiki 1.9.8 with fckeditor 2.4 (final stable version) .
