Images only from server

I need my users to work only with images already uploaded to the server.
How can I eliminate the Link, Upload and Advanced Tabs from the Image Properties window?

simply disable the connector for upload or hack the code of the image plugin.

Unfortunately that solution will leave the Image Properties window untouched and non-functional.
That will confuse users because it will appear as if the interface is not working, instead of simply dissapearing the options (Tabs).

Why would it be confusing?
A clear statement like "The image uplaod has been disabled" is informative enough. This is my opinion at least.

Thanks for your opinion MIchael. In effect it will work, but this is an issue of usability.
By principle you do not offer options NOT to be used on a permanent basis.
Apart from that, your solution works.

Think of more functionality. Maybe you will grant upload access to some special users. In this case it will make sense.
