How to prevent URL rendering

Some of my users are not allowed to post URL's to site and some are. Is it posible to disable URL Rendering?

What i mean with URL Rendering is: when a user type http://www.domain.com and then hits enter, the url will be clickable & underlined.

Is there a way to stop this for some users?
