Hover over Link Show Popup Window

I was wondering if there is a way to show a tooltip or pop up a div when you hover over a link in the editor. I've looked around and found very little in the way of code or help. Can someone perhaps point me in the right direction?

This functionality is not implemented in CKEditor, but it definitely sounds like a fine idea for a plugin that could be written by an external developer.
