Hello World, Me in trouble

Hi all,
I am new here. Just downloaded "CKEditor 3.6.1" and did the setup on my laptop. When i went to "http://localhost:8091/ckeditor3.6.1/_samples/fullpage.html" but the editor didnt load the way it was supposed to. Just box when HTML in it. I looked for the requirement but didnt find any on the site.

So i setup "CKEditor 3.4" and went to "http://localhost:8091/ckeditor3.4/_samples/fullpage.html" and the editor loaded the way it was supposed to. Everything worked.

My setup is "Apache/2.2.11 (Win32) PHP/5.2.17".
Using Chrome as my browser but i also tested on IE and the same results.

Can someone tell a newbie what are the requirements and what i may be doing wrong.
