I'm interested in purchasing an OEM license, but a show stopper for me is XHTML output. My pages are HTML 4.01, and the pages the rich text output will be displayed on are 4.01.
I'm really not looking for a religious argument on why XHTML is or is not good. I personally don't want to use it.
Does FCKEditor allow me to get HTML 4.01 output?

The FCKEditor produces output using the browser's native DOM calls. This naturally tends to produce XHTML output.
However, there is a chance you might be able to get regular HTML out from the editor: if the document has an HTML Doctype, it appears the editor will attempt to create HTML rather than XHTML. No doctype, and the editor assumes you want XHTML.
I've never tried this, and don't know if it works. Please post your results...
