FCKEditor on Mac/Panther

I tried FCKEditor on Mac with Panther. Both Mozilla and Safari. The editor appears with toolbars, but the buttons don't appear until you click on where they should be.

What might I be doing wrong?

This would have nothing to do with being on a Mac. I'm using Panther and have not had any problem like that.
