FCKEditor, Java, Windows: How to create UserFiles folder

I'm having trouble figuring out how to get FCKEditor with the Java package create a UserFiles folder that is not read-only in Windows. This is causing a permissions error with the image file uploader.

Any help would be appreciated. Thanks!

I tried giving Full Control to every user (System, myself, etc.) listed in the UserFiles->Properties->Security dialog. Except for the user CREATOR OWNER - nothing I tried worked for that one.

This did not solve the problem of the folder resetting itself to Read-Only.
