Editor doesn't always work :-\

Okay, so I'm going to try my best to explain this:

I have used the FCKeditor in multiple websites. It's always worked perfectly. Now on a new website, it doesn't work. Same code (well, the root is changed), same server. I don't understand why it's not working.

Any ideas? I really do appreciate any and ALL help. I've been digging through everything trying to figure this out.

In IE I'm getting errors of

LIne: 26
Char: 1
Error: Permission denied
Code: 0
URL: websiteaddress/fckeditor.html?InstanceName=page_content&Toolbar=Default

It shoots out multiple errors just like that except with different lines and characters.

Nobody has an answer? I have exactly the same problem. Extracted the downloaded FCKEditor. Opened fckeditor.html in IE -> Permission denied.
It works fine in Firefox. BTW. using IE 7.
