Custom Tools

Is there an API in this thing which lets you define and include custom buttons and dialog boxes.

I need to add a way for people to link to dynamic data in a database. I could extend the link dialog, but since the workflow is utterly different, it seems like a separate launching icon would be the prefered UI.. Can anyone point me in the right direction?
