Creating own toolbar dropdown

I take it is possible to create your own dropdown menu for the toolbar.

I'd like to be able to get information from a database and place it in a dropdown menu, then when i select an option from the dropdown place it in the editor where the cursor is

Can this be done and is so anyone got a good example on how to do it
