Client installation?

When viewing a demo of FCKEditor (on another site) I was asked to install some microsoft component, before the editor loaded. It was kinda like one of those "Do you trust this group?" popups that you get, and this one was called something like Microsoft HTML component.

This was for FCKEditor 1.2.4

But the site says no client installations, was this removed from 1.3?
