Choosing <p> or <br>

Each time I hit the return key, CKEditor closes the paragraph and creates a new one. I don't want to disable this totally, but I would like to allow people to use <br> instead of creating a new paragraph. A button in the toolbar would be great. Is there a way to achieve this ?

If you want to add a toolbar button, you can (probably best via a plug-in). However, I believe it's default functionality to provide this via SHIFT+ENTER. If you want to force it or change it, you can change these two configuration options (modify as you like):
CKEDITOR.config.enterMode = CKEDITOR.ENTER_P;
CKEDITOR.config.shiftEnterMode = CKEDITOR.ENTER_BR;
