Changing toolbar icon sizes

Where do I go to change the icon sizes being set for displaying icons within the toolbar?

I have added two new buttons that need to be 60x20 instead of the 21x20 size.

Also... just changing the .TB_Icon DIV style within fck_editor.css did not appear to work.

I've changed there and it works.
