Can't Upload - Browse Files Using ASP and FCKeditor version

I checked the configuration files, changed the lines i needed to but still I receive the same message: No permissions to create folder each time I try to enter to the Browse... I also had set all the floders and subfloders to full permission (which is not secure) but still I'm receiving the same message.

I need help since I don't know what to do and the manual is not helpfull.
